Case Study 3: EEAS and NATO report – Climate disinformation as a tool of FIMI 1/6

Case Study 3: Climate disinformation as a tool of FIMI

Disinformation linked to climate change is increasingly recognised as a tactic of Foreign Information Manipulation and Interference (FIMI). As the world moves toward cleaner energy systems and climate adaptation, hostile state actors—most notably the Kremlin—have exploited this transition to manipulate public opinion, delay policy implementation, and deepen societal divides.

Both NATO’s 2024 Climate Change and Security Impact Assessment and the EEAS’s EUvsDisinfo article “The Kremlin’s energy myths melt away” offer insights into how climate disinformation is crafted and spread. This case study highlights the key narratives, methods of localisation, amplification strategies, and the overall impact such campaigns have on climate action and resilience efforts.
