Case study 2: The HEAT report – Harmful Environmental Agendas and Tactics in France, Germany, and the Netherlands 1/7
Case study 2: The HEAT report
The HEAT report, published by EU DisinfoLab and Logically in June 2025, investigates how climate disinformation spreads across France, Germany, and the Netherlands. These countries were selected due to their different media ecosystems and political landscapes, yet the study found striking similarities in the tactics and narratives used to undermine public trust in climate action.
Disinformation in this context rarely denies the existence of climate change outright. Instead, it reframes climate policies as tools for authoritarian control, promotes conspiracy theories, and fuels public resistance to environmental regulation. These narratives are adapted to local cultures and often spread through coordinated activity on social media platforms and fringe outlets.
